Porosity - free area

I am trying to model a car park grille with a reduced free area, hence I want to model a hole with 40% of flow passing through and the rest is blocked. I was thinking of applying porous material or any other technique to reduce the flow passing through. I have tried localised leakage and pressure zone but my free area is 3 m2
