Problem with stairs: occupants are stuked

Now my model have two floors because it is tested step by step. The problem is that some occupants are stuked because they can not access some stairs that are the only way out. P.F. does not detect errors at the beginning and at the end it provides warning: occupants stuked.
Can you give me some indication for the error?

Attached file is .pth reduced with RAR and renamed to .txt.

Solved with rebuild of many stairs.
