Hospital evacuation planning

Hi,
Nowadays we are working in a evacuation procedure in a hospital.
There are two evacuation teams.

First team move patients horizontally, in first floor (horizontal evacuation team).

Second team collects patients in first floor and move them from first floor to ground floor (vertical evacuation team).

We stablished the following behaviours:

Horizontal evacuation team:
ASSIST(patients)

Horizontal evacuation team:
ASSIST(patients)

Patients:

WAIT FOR ASSISTANCE(Horizontal evacuation team)
GOTO WAYPOINT
WAIT FOR ASSISTANCE(Vertical evacuation team)
EXIT

The vertical team collect the patient in first floor and move them from first floor to ground floor where is the exit door, the cuestion is that when the vertical team leave a patient in ground floor (EXIT DOOR), the vertical team expect in ground floor, where they They have left the patient, until there is a new patient to assist in first floor, would be possible that the vertical team will leave the patients in ground floor and return automatically to first floor to expect the new patients?
