i just want to know about difference between burner & heater

how it will affect the HRR

As far as I know, a heater cannot be used modeling a fire. That is what the burner surface is there for. Heater surface just heats or cools respectively
a certain area.

Dangelmaier is right. A heater (heat source) can be a radiator, a floodlight or persons a cooling element.
