From my understanding, this error could mean a lot of different things.  One problem that I initially see is that the file that you posted had all of the meshes disabled.  I am assuming that you attempt to run it with the meshes enabled.  The grid size is over 0.8m each.  I would be concerned that this grid size is going to give you unreliable results - have you run a sensitivity study on this grid size?

Also, your meshes range from 1,020,000 cells to over 1,200,000.  Generally FDS runs most efficiently when you have meshes between 32^3 and 64^3 cells.  While this may not be directly related to the problem you are referencing, this model will run very inefficiently.  Is it imperative that the entire geometry must be modeled?  Can you make it smaller?  For example, mesh-a only seems to be about half of the building and half blank space.  Why is this?  Do you have open vents at the exterior of your mesh?

Your fire size is 10m^2 and your HRRPUA is only 75kW/m^2 for a total maximum HRR of 750kW.  The fire takes 650 seconds to reach this maximum HRR.  Is this intended to be the case?  This fire seems very small, especially for such a large building.

I have not looked over the model further than this or attempted to run it, but the mesh size is going to be a major problem even if you do eventually get the model to run.

I may be wrong, but I don't believe that Pathfinder is intended to be used to model ingress.  The algorithm will attempt to take the occupants scattered throughout the building and get them to discharge as quickly as possible.  I am not sure how you would reverse this.

What is the intent of your model?  Why do you need to know how quickly your building can be occupied?
