It's hard to say what may be the potential cause without seeing the simulation but I have recently run into similar problems.
I had a staircase and an escalator (which is just the staircase object in Pathfinder but with a constant speed) right beside each other. To utilize the constant speed setting for the escalator, you have to set the direction of the escalator (which is a stair object).
I had the escalator set to +X while the adjacent stair had no restriction on direction. With this setup, occupants would only utilize the stair for some reason when really, they should have been using both stair and escalator. I tried changing steering mode parameters related to door choice but this didn't help.
The fix I used was to set both the stair and escalator to +X. Once I did that, occupants utilized both. I'm not sure if this is a glitch or not. If only one is set to +X, occupants should still be able to use it. Regardless, setting both to +X solved my problem.
